The Kaslo Common Space Initiative envisioned a dynamic, multi-use facility to address the shared needs of the Kaslo and District Public Library, Selkirk College, and the North Kootenay Lake Community Services Society (now Kaslo Community Services). This feasibility study explored two distinct options to fulfill this vision and Cover conducted area and functionality analyses, reviewed pertinent code and zoning compliance, and facilitated stakeholder interviews.
The first option considered an ambitious renovation and expansion of the historic Kemball Memorial Building, adding an extension to meet spatial requirements. Alternatively, a new, purpose-built facility on a theoretical site provided a second option, ensuring that all programmatic needs could be met within a contemporary layout.
Driven by a commitment to accessible and vibrant public spaces, the study highlighted the limitations each partner was facing at the time: inadequate space, non-compliance with accessibility standards, and deteriorating infrastructure. A new shared facility would not only address these challenges but would also create an inspiring community hub, enhancing service delivery and fostering collaboration.
With the Kemball Building renovation capturing the community’s interest in preserving local heritage and the potential for a fully customized new build, this study laid the groundwork for an inclusive, accessible, and interactive community center for the residents of Kaslo.
